Yes. A set carries its components and their quantities, so availability is calculated from what you hold rather than entered by hand. Run short on ribbon and every set that uses that ribbon drops at once, before you promise it to a customer.
A planning sheet takes the order line by line, allocates what is in stock, and collects the shortfall into one purchase order per vendor. When the boxes arrive you receive against that order and the real rate is captured at the door, so the hamper's cost is what you paid.
